Use of public works and source attribution

Effective: 10 September 2026

1. Principle

The AI chat, the Easy Regna tools and the regulatory news published by REGNA (TailgateLab) are built from the public works and public data listed below. Korean public works are used under Article 24-2 of the Copyright Act (free use of public works) and attributed under Article 37 (indication of source). Anything we have summarised, organised or restructured is REGNA's editorial work and is not the original text. Confirm anything that matters — a filing, a regulatory decision — against the original.

2. What we use, and how we attribute it

Ministry of Food and Drug Safety — public guidance, reviewer manuals, guidelines and commentaries

• Source: the MFDS website (www.mfds.go.kr), “Laws & Data › Reviewer manuals / Public guidance”.
• This service uses works created and published by the Ministry of Food and Drug Safety in the course of its duties, under Article 24-2 of the Copyright Act. Those works can be downloaded free of charge from the MFDS website. Where a work carries the Korea Open Government Licence Type 1 (attribution), we attribute it under that licence.
• The title, registration number and issue date of each document appear in the “Source” panel on screen and in answers.

Statutes and administrative rules (notices, public announcements, directives)

• Source: the National Law Information Center of the Ministry of Government Legislation (www.law.go.kr) and its Open API.
• Statutes and notices are not protected works under Article 7 of the Copyright Act, and under the Ministry's open data policy they may be used freely, including commercially. The Ministry requires the source to be indicated, so every basis we cite names the National Law Information Center together with the notice number and effective date.

MFDS public data (device approvals, item lists, administrative actions and related APIs)

• Source: Ministry of Food and Drug Safety / the Korean public data portal (www.data.go.kr).
• We follow the licence stated for each API, whether a Korea Open Government Licence type or “no restriction”. Even where attribution is not required, we show the source, because citing the basis is the point of this service.

Foreign regulators

• US FDA guidance, the eCFR and the Federal Register: works of the US federal government are in the public domain under 17 U.S.C. §105. Source: U.S. Food and Drug Administration / eCFR / Federal Register.
• European Union regulations (MDR, IVDR and related) and MDCG documents: used with attribution under the Commission's reuse policy (Decision 2011/833/EU). © European Union. Source: EUR-Lex / European Commission.
• MDSAP and IMDRF documents and the regulations of Canada, Australia, Brazil and Japan: used with attribution under each body's publication and reuse policy.

Standards under copyright (ISO, IEC and the like)

• We neither quote nor ingest the text of these standards. We explain them through published Korean notices (such as the device standards notice) and generally known criteria. Check the exact clause and value in the official standard.

3. Why we display no Open Government Licence mark

REGNA shows no Korea Open Government Licence mark and no regulator's logo anywhere on the service. That mark belongs to the institution that opens a work, and the licence conditions forbid any presentation that could lead a third party to believe a public institution sponsors the user or has a special relationship with them. REGNA has no sponsorship, partnership or delegation from the Ministry of Food and Drug Safety or any other regulator, and is not an approved service. So instead of a mark we attribute through this notice and through the “Source” shown on every screen.

4. Marking our own editorial work

Anything labelled “REGNA 정리” or “REGNA 편집 해석” is REGNA's own arrangement of the original. It may differ in wording or figures from the original and carries no legal force. Where it differs, the original governs.
